Changes in application on hourly basis

We have client who has IOS application but required many changes in that application. We want quick freelancer who can start work immediately after awarding.
We will assign the task to developer and s/he need to complete that task and we can move ahead with other tasks and so on.
Budget on this project: max. 250 INR/hour
We pay only for successful task completion,
Direct freelancer communication required. No middle managers,
If everything goes well in this project, we will hire developer for all our IOS projects on regular basis.
