DHL Web Service integration

Hello,
I need a .Net .dll which takes as input the basic shipment information such as: customer name/address/email/phone number, item weight/length/height and calls the DHL web services, returns the shipment fees, the way-bill and the label to be printed.
I need a developer already expert in DHL web services integrations since I don't have any information about how to proceed: I just own the test credentials.
Again: do not bid if you're don't already know how to proceed. I can't give you any information and I don't want to waste time with developers that needs to learn.
.DLL must be tested from you before released, I'll perform acceptance test but in theory there should be no bugs.
That .dll must work hosted from an ASP.Net web site with framework 4.0
Bid preferred will be the from the developers can demonstrate their experience in DHL web services' integration.
