Corporate Promotions Lottery Software Solution - REPOST

I require a Windows-based application that when started, picks records randomly from a database and displays on screen at a fast rate until stopped. When a designated button is pressed, the current record fetched from the database is displayed and stays on the screen till the randomisation is started again to pick another winner. I have developed this software in VB 6 a few years ago but am looking for a more stable application that will not run out of memory after minutes of randomising, and with an enhanced GUI to allow an administrator to customise the interface e.g. determine the position on screen that the results should be displayed on screen, and also to change the background of the screen and even any relevant Headings including Fonts without having to go back to the code and re-organise. Attached is a Spec. Work can be completed within 4 days for a good programmer. VB is not compulsory. Any other language that can easily develop a stable windows app will be welcome.
