ASP.NET -- Determine Timezone Challenge!(repost)

We require a coder to create a solution to determine the TIMEZONE of the visitor to our Web site. The function can accept any parameters however will need to QUICKLY return the timezone offset from UTC (ie, how many hours + or - GMT). For example, a viewer in Florida should get -5, while a Web surfer in London should expect a 0. We don't demand 100% accuracy, however we are looking to get as accurate as possible. We've tried BrowserHawk, however it doesn't work as we'd like and interferes with our current site configuration. Creative solutions are welcomed. Our main priority is to determine if a user is from the UK or from the US (perhaps you could analyze the accepted language data, and determine from that?). We don't require total accuracy... just a GENERAL idea of which part of the world they're from... UK/Europe or USA! Please place your bid alongside details of your intended solution.
