****CHANGE IN PROJECT STATUS***** It is clear from the confusion revealed by bidders’ comments and questions over the past few days that before putting this project out to bid we, the buyer, must prepare a comprehensive requirements document ourselves (rather than relying on the successful bidder to do so, as we had hoped). We are hoping to accomplish this over the next 2 weeks, but realistically this may take as long as a month. Therefore, bidders are encouraged not to put their programming resources on hold. We will recontact you when the document is completed. Thank you for your efforts. What is needed is an enterprise, server (Windows)-based application that displays to users (via IE) a graphical depiction of database ER and/or dimensional database models which are contained within an arbitrary number of Oracle database instances in an enterprise. These databases, although not physically linked, may be logically related to one another (and the application being developed needs to permit the linkages to be expressed). Drill-down capability for each database, and for each table and attribute, must be available. In addition, there needs to be a (searchable) metadata facility that allows database entities and antributes to be described, in business terms. The search capability needs to be both full-text and keyword-based. Although these features are the first that are required, they represent a subset of the application's eventual feature set. A fixed-price bid for just Phases 1 and 2 plus a bid expressing a possible range for Phase 3 (based on the results of Phase 1) will be considered.

(3) Phase 3: Complete, fully-functional, documented, comprehensively tested and working program(s) in executable form as well as complete source code of all work done. Complete copyrights to all work purchased.
## Platform
Client: All reasonably current versions of IE. Server: A Web-based application running on Windows 2000. Languages and framework could be either .NET or Java-based, as long as there aren't significant recurring royalties for tools when distributing the application.
## Deadline information
Phases 1 and 2 must be delivered no later than August 1, 2002.
