audio message board

i have a comment board on my site where users can leave each other comments. i want to build a system that allow users that have a mic plugged into their pc the ability leave 30 sec audio clips. once the audio is recorded and sent to the designated users board, the user will have the option to listen to it first and then decide if they want to delete it or accept it making it public for everyone to click and listen to. so i need this to have the ability to record and after its recorded i need it to have an approval panel before anyone beside the sender and the recipient can hear it.
