Ok, I need a bulletin app.
Basically users will install the application...
1. Users who don't have it installed will see a a message saying "MUST INSTALL THIS APPLICATION TO VIEW"
2. MUST be friends with that user to see the bulletin
3. If they install the application allow them when registering and on their edit profile page to allow them to email friends to install the application on their profile.
