BOT, Register accounts and Verify Email

I need a bot that will register accounts on a site, and then verify the accounts via email. I believe that POP would be the easiest way to verify the accounts, so therefore it would have to be a desktop application i believe...? Then use the accounts to make posts with the account. I have done similar bots so have an idea of what it should cost. Somewhere in the range of $100-$200~ I need this done ASAP.
