I think this is a very easy Excel VBA or even C+ program.
I have 2 worksheets ([login to view URL] and [login to view URL]) that are 15 columns wide (to the "O"). The data is just numbers or text. The second column either has the words: "new" or "cancel" which is important and the third column has a reference number (or key).
I need to compare the two worksheets and create a third worksheet ([login to view URL]) depending on the three possible results:
1) If a row is removed in the [login to view URL] file = copy the row from the [login to view URL] file and make the 2nd column "Cancel"
2) If a row is added to the [login to view URL] file = copy the row from the [login to view URL] file and make the 2nd column for this record "New"
3) If a row has changed in any way in the [login to view URL] file = copy the row from the [login to view URL] file and make the 2nd column for this record "New".
My summary thoughts were that If you regard the reference number (Column C) as the unique key, then where any other field is different between two records, it is a NEW, anything deleted is a CAN, and anything added is a NEW also.
Ideally this could be macro in Excel. It could even be done in C+ I supposed or even DOS! Whatever works. I even have some sample C+ code you could use to start.

3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
