Hello! Do you know what is cloudflare? Ok, I need a perfect copy of this, with an admin panel, and other things. It must be the perfect copy of cloudflare, with error pages, have u ever seen an error page of cloudflare? It analizes 3 elements: your internet connection my server (in the middle of pc and your site) and site (if is online). Users will be able to log-in, choose a payment plan (i choose the prices) and money will arrive on paypal. Since you are only concerned about the CDN of cloudflare where it simply checks weather your server is offline or online and then restoring a raw backup stored on CDN until the site comes online, Yes, This is 100% possible.
