complete css creation and cleanup

Hello, I have been having a website developed from a photoshop PSD. Unfortunately it seems a lot of images have been used when not needed etc. Before I take it any further in development I would like to get a complete css set together. I will provide the site scripts and the original psd to work from/cleanup where required. This site must be fully accessible with w3c guidelines. I am hoping for this css to be complete to take the site forward. Access keys, text size etc. Need the screen css and print style creating for the search results page and item description page. The navigation buttons need changing to be blank images to then place text on. The scripts are php and run from an sql db which you may need to run locally to create all the css.
