Delete Text From Files - Change File Name Extensions

I have 35 folders containing about 100 files each which need editing.
I require
**1.** The extensions to be changed from ".ini" to ".txt"
**2.** Text to be removed from the each file and also some text inserted.
What needs to be done
**A) The start of each file likes like....**

C) Thus the file will end up looking like this with the title on a line by itself....

**D) Then text needs to be inserted (wrapped around) the title so the title should look like...**

This is a quick and easy job for someone who has done this work before and has the right software.

## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
