Advertising Exchange System

I need a system coded in PHP that will allow webmasters and website owners to exchange advertising on their sites. The exchanges will be done on a points based system.

In other words, webmasters will be able to register on the site, "sell" advertising on their sites in exchange for points, then use those points to "buy" advertising on other sites.
