Conversion Script Needed

I would like a clone script that will allow me to have a website like converticon(dot)com The twist I want to put on this script before people can convert icons are I want people to have to register their name and email address and create an account. I want a main administration area where I can view all member's, I need to be able to set in the admin area if i want the service to be free to paid if i set to free anyone can join free of charge, if i set to paid i will want to choose a price and that user must join and pay via paypal before their account is created, if I choose the paid option i want to be able to choose whither i want it to be a monthly, one time fee or yearly fee. I will need to be able to suspend/delete users from the administration area as well incase someone breaks any of our terms. I want another option in the main administration panel where I can set packages (Unlimited icon converions, or limited icon converions) I would like to create various packages that if i select the paid option for the membership site i can make different membership packages for different prices with different limits on how many icon converions they can perform every month. I want another option in the administration area I can choose to make it a FREE FOR ALL SITE (no registration required mode) if this option is set then no one is required to register or pay if this option is chosen when we setup the script then we can set how many icons can be converted per hour by each ip visiting ip address we will need this option for security reasons to prevent abuse of our system. if the site is setup for registration I will need the signup form to work with AWEBER integragation if possible so when people subscribe to paid or free mode they will be added to an aweber autoresponder. I will need in the administration area a place to input the correct aweber account id incase we install this for multiple sites as each site would have a different aweber responder id. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased.
