a very simple site

I require a simple website with the given features. 1. A person will post his requirements. He will be called a work provider. Any work, vacancy, or job work in IT sector, Automobile etc It can be anything but definitely in the text form This work description depending upon its value would be posted directly to all the people [four type] who have taken membership. 2. Four type of people can directly contact this provider depending upon the value of the work and the membership these people have taken from us. 3. Both have to register His email id will be is id on my site, pw, name, postal address, telephoneno, website and 4. Admin panel for a. Where i can activate the membership of the registered member. b. from where i can send the news letter to all these people. c. From where i can put pictures of advertizement on the home page only three ads on the right side [these i will put time to time and should be able to delete these as well or hide] d. Through admin panel i should also be able to put the posted work displayed in a small tv screen type image with scrolling effect. By this i mean that the admin panel will allow me to write few lines about a project so and when i submit it should be added to the already scrolling posted projects brief details on the home page. e The design should be simple and professional with no human images [as far as possible] 5 The space and the domain name i will arange and you dont have to worry about it. 6 The work should be completed in 10 days. 7 Please send me the design [three moke] , a flow chart of the site and how you will go ahead with the project. 8 After the work as an incentive I will give the 10% share of the amount earned from June 1 2006 to May30 2007 [as a maintenance contract. ] 9. Please dont give me the list of your works as i dont have that much of time. I just want the two or three layout samples [which i assure that i shall not use without paying you] and the required doc of how you will go ahead with the site and what is your idea. This doc should definitely include all the details a layout plan of the admin panel and site map. If you submit these two things then only give the references of your other works. Money will be paid after the complete work is completed or through escrow on GAF. For any other queries pm to me.
