A Fully functional raffle type website for an online game - Cheap build

I would like a website designed which enables players from a popular game to gamble for game currency (no real life money involved). To get an idea of the site required please go to google and type in: i want isk then go to the section raffles under the heading games (im not interested in any other of their site features for this project). Another example would be google type in: ship lotto I would need the website to be fully functional and integrated with an in game API key so as i do not need to be online when players deposit game currency, I need to be able to add and remove in game item types or values (as prizes) and adjust the odds. This site would have to be built very cheap as it has absolutely no real money value in the real world, and for my gaming fun only. Don't know if it would be a possible project for someone wanting to try their hand at this type of site (Use it to show off skills to future clients maybe) just thought id try here to see if anyone would be interested, in giving it a go.
