Build an Online Store using Prestashop

We are looking for someone to build an e-commerce website for us using Prestashop. We will be able to provide you with all page designs and concepts in PSD format which will also provide you with the button, background images etc.
In summary we are looking to work with a developer that has experience in Prestashop that can do the below:
1. Code the website to look at same as our PSD page designs
2. Update the email templates the system sends, again inline with our PSD deigns
3. Change some of the system functionally, i.e. customer can upload files which links to their customer account on the back end.
We would be looking to work on a page at a time to ensure we get the design right and the functionality. You will need to be available at least once a week for a Skype call to ensure we are all on the same page.
We appreciate that this is a big project and have decided to split the build into two phases. Being a new business, our budget for phase 1 is very small. We are looking to build a lasting relationship with quality developers where we will re-engage when we get to phase two which will be funded meaning we will be able to pay the going rate and a little more. In the interim, we are looking for an experienced developer to build phase 1 to our specification and work with us on any bugs / system issues on a reduced budget.
