Complete existing project, 20% or less remaining

I have a project completed about 80%. There's a few issue remaining, especially with making the site look EXACTLY like the design. I can provide an akeeba backup of the current site, along with the PSD files and instructions. I will expect back an akeeba backup including the final fixes. Items to be completed: navigation must be re-aligned (mostly CSS) to look exactly like the design provided ([login to view URL] - top is the design, bottom is the existing) navigation hide/show script must be adjusted for proper behavior (behavior to be described in detail on project award. current script runs a fade-in/fade-out but it runs at wrong times sometimes). rotating banner including text quotes of various length must be included on the home page (current included slider does not adjust vertically based on the text length, it should push the rest of the content smoothly up/down based on the vertical height required to fit the text) page scrolling must be adjusted to accelerate/decelerate on scrolling from section to section, as well as adding a fade-in effect to sections coming into view when scrolling down. a few other CSS adjustments as needed.
