Projects Director to manage other projects

I need one person to interpret my needs and coordinate inside rentacoder the projects I post. I need a manager who can write my requirements very specific and detail my needs, and find the best price to make it work, and follow up the project. It would be a project director of of other projects. I require someone who speaks spanish. Must have a wide technical background (know about design, css, php, flash, etc). Know how to manage a preentation (powerpoint, keynote). Must be a leader, know how to guide the freelancers and be exigent. Must be able to understand me well.? Experienced working with freelancers.
