Add ability to upload .pdf files to my website

Hello Programmers,
How are you doing? I am looking to modify my website so users can upload .pdf files to their listings.
Basically they just need to be able to select the .pdf file and then have it uploaded.
When viewing their listing there will be a link to their .pdf file which will open up in a new window when clicked.
This shouldn't be too hard for someone that has done this before.
I have provided two mock-up screen shots to show what this should look like when implemented on my website.
First the 'create new listing' page.
Second, how it will look when viewing a listing.
I would like for users to be able to upload at least 3 .pdf files per each listing.
Looking to pay about $10-20 for this to be completed
