Automatic paypal payment script

This is a very basic and small project I am seeking. It has been done thousands of times over, and the only reason I am not doing it myself is because I dont really have the time.

This is all I need:

I am making an app for one of my sites where the user will enter their paypal email address, get redirected to a page to fill out some offers, then once they are done a script is called where a payment is instantly sent to their paypal account.

It doesn't have to be so dynamic and complex, I just need you to develop a script where I can call which will send a payment to the specified address. It should be easily editable for me, so just include variables of the payment amount, etc.

I really dont have a lot of money for this project so please only bid if your going to bid low and are willing to work for a small fee. This is a very easy project, I have even developed something like this before in less than an hour. This was a few years ago though and their API has changed a bit.
