Code PSD to Wordpress Theme / Pages + Plugin Installation

Hello: I have a PSD that needs to be coded into a Wordpress theme. Must work with the LATEST version of Wordpress. This is a 6 page website--all pages will need to be coded. I will need a video plugin installed that will allow users to upload videos to a page, as well as show the latest video uploaded on the home page. I will need a photos plugin that allows users to upload their photos to a gallery page, while displaying the latest photo on the home page with a caption under it. The middle column (see example i've uploaded) is where the blog will go. There will be a place above the blog for TWO featured items--the person blogging should be able to choose whether a story is featured or not. Will also need an archives section on the left hand side of the page above "featured video". I will also need a feed parsed in PHP (located here: [login to view URL]) for the front page in the style I've shown.
