Convert PSD to a Wordpress Template

I got a PSD file. I need to convert it to a wordpress Template. This site is used to post jobs. And then a plugin need to be added with the following functions: 1. Searching results are filtered by the options (industry, position, place and salary level ) 2. User should be able to added / remove the options on the side to filter the results -- use ajax to refresh the results without reloading the page. 3. A admin control which I can create / modify / remove the options I need it to be done as soon as possible, so I can add the the other features during weekend.
