Convert jpg files to php for website

Hi, I require to convert existing jpg files. We first we need to crop the image, then we need to make PHP pages with the same design/layout/pattern which matches the JPG file . Here we also need to work on CSS like [login to view URL] font selection/colour selection/font size etc. And finally compatibility with different browsers We also need to move the video pop ups to the right as the video is to the right of the page. We need coding for "contact us" page which has fields for "Name" "Email address" & "message". When the user enters these fields and submits the message, the message should be mailed to a specific email ID We need to integrate an existing simple blog template and make minor changes in the blog, i.e. remove a few fields and add a logo.
