Custom image upload, rating script with timer

SCRIPT ELEMENTS Photo upload - site visitors will be alble to upload a photo Photo rater - will give site visitors the ability to rate a photo on a scale (1-10, 10 being the highest) Photo timer- will display highest rated photo for a 24 hour period, then archive it OTHER- this script will be used on a php site The script will need to be a combination of a (javascript) timer and a photo rating script. This script should display a photo for 24 hours (12am-11:59pm) and then change to the next photo. The next photo displayed will be the top rated photo that has been uploaded by site visitors. The photos will be uploaded (to a mysql database, "table1") by site visitors and voted on by site visitors. Upon upload, the photos will need to be resized to specified dimensions (487x160). Admin should be able to allow only certain filetypes (jpg png gif) A mechanism would limit votes to 1 vote per photo per 24 hour period (based on ip/user agent/etc). After a photo has been displayed for a 24 hour period it will need to be moved to another "archive" (mysql "table2") where it will be displayed, and can be sorted by votes, rating, etc and also eliminating it from being re-rated in "table1".
