Simple cms for administer requests and responses of hotels

We need a simple private cms made with php+mysql. The page no need css or other graphing elements. Only need that works fine and show very basic content. The public site is a simple form. With it the normal user can send a request that would be saved on a db. Stop. The private site have a registration form, a login, and a dashboard of user. The user can modify his information and see the request. If he want can respond to request. There is an administrator of private site that can insert, modify the user and see all the request-response.
