CMS Video Teaching and Talent Website - Voting Rating System

I am looking for a specif use of CMS. It is a data driven site by the membership. The membership must be very interactive and a detailed and expandable voting system must employed so to give the members different status according to their activity and their votes received due to their content.
Once the websites are completing the database must interact with a Multi-Level Marketing system to position the membership into the correct order and payment structure. It is a membership fee driven website where the members control the content and the voting system gives different status to the members that effects their MLM payouts.
If you are going to bid for this job I would need to know what CMS program you will use or if you will tailor one for this job, I would expect a detailed write up of the procedure you will do to show me you understand all the details and so I would expect you to spend the time to email and ask me all the questions necessary.
This is an advanced teaching site and artist critiquing site. I do not want a complicated site it is kept simple in the traditions of ease of use and navigation. User friendly is the most important after functionality.
If this type of site does not excite you please do not bid because I want an enthusiastic programmer who will work with the site for many years to come as it develops.
A basic sample would be appreciated especially to see your comprehension of the voting system. Voting on the video content, voting on the video replies and comments.
Members break down into many different status but broadly two.
Content providers and content critique members.
Voting will show a raking for the better content creators and ranking for the better critiques of the content. This is vital to understand. The purpose is to improve the content by having professional critiques.

This is not a quick website it is a long time plan for me and my business. It is also good if you know how to manage members and later a plugin etc will be required to match the site with my member data base of many thousands of people who are in a MLM system, I will need to merge it across keeping the correct referral network and rules in place.
