Advance Alter Image Web Application

I need highly professional developer with atleast 8 years development experience to develop Alter Image application on urgent basis. I am planning it to be web application but if you think it will be good as desktop application we can consider that too. This project requires indepth image handling (advance cloning of photostudio features & image altering software), therefore, developer who has past experience in this kind of development will be required.
