Buyer Proposal for Item Price Project

Theres 2 parts to this small script or program that I need. The first part is a request for pricing and the second is the response to the request for pricing: The main goal of these two scripts is to email request a small number of items for item pricing from certain vendors that are extracted from a master file of all items and their associated vendors. (however each vendor might be in the master file multiple times with different dates, and each item might or might not have different vendor purchases on different or just date). The second part is after we receive pricing requests from different vendors, merge them all into one file for the day with the associated vendors and their prices in different columns of an excel file to easily compare prices and best vendor for item. Please remember this needs to be done on an office pc and we would prefer to not install too many programs in order for certain scripts to run so please keep that to the minimum. Computer currently has Perl installed so perl language would be preferred. Program will run on a daily basis so it has to be efficient and well done.
