We need an application which will interrogate a publicly available database (the database belongs to WIPO and it is public) and will have to output the information resulted in a database we own.
Then we will need to be able to update our own database from our own sources (we should be able to input data which is missing).
Also, we should be able to generate emails to be sent to contacts from this database.
The application we want should search the database according to our requests.

We need an application, which will select, on daily basis or upon our own request (inquiry), the new refusals issued in trademark registration procedure with WIPO and will send to the client, upon our selection,(like by putting a check in a checkbox), a standard, predefined, but also editable mail, automatically filled. More details: WIPO has a public database which can be searched at [login to view URL] (or its advanced option [login to view URL] with the “Search Examples “, which may be of help). The script should be able to direct inquiries to this page and select only the trademark applications which have refusals (partial or total) in one or more designated countries. Such inquiries should be realized daily. They also can be realized upon our request. Refusals in the country of origin of application should not be listed. The results should be copies into a local MySql database on our server. In time, whenever a search on WIPO database is conducted, our database shall be filled and updated with new records. The columns of our database shall contain all the information provided by WIPO search database results. In addition to that we should be able to add information on Ip Agent and Client, such as postal address, 1-2 phone numbers, 1-2 fax numbers, 1-2 emails, website, contact person and contact person position, phone, fax, email. We should be able to update this information, manually, from our own sources. This information should be able to be input by us from a web page. We should be able then to see the results of each search and (i) delete each record or (ii) select the record and send an email to either IP Agent or Client (we should be able to preview the email before sending). Once an email is sent or a record deleted, the record in our the database should be marked as sent or deleted. Email should be sent using a pre-formated text with a given template. We should be able to edit the template using an admin section. A table in our local database should contain prices for each country. We should be able to change these prices and edit them locally. Some countries have prices in Euro, others in US Dollars and others in UK Pounds. Each country has one price and one currency. There is no need for currency exchange updates. We have a price for each country. On the local database, we should be able to make inquiries and generate reports for personal use: list of clients, list of agents, clients/agents/country, number of applications for each client or agent. Once an agent or a client is in the local database, there should be one single record for the said client or agent (we should not have 2-3 records of the same client or agent, the info for that client or agent should be extracted from the most updated version in the local database). We also should be able to extract from the database the emails and/or fax numbers of the clients or agents. The application should be stored on our server (Php+mySQL) and the administration should have 2 modules ??" one for our own staff and one for the top manager. Staff cannot make permanent changes and all actions by staff should be approved by top manager before they become effective.
