Create a Wordpress Plugin

Hello, I am interested in creating a Wordpress plugin for my site. As a highlevel description, it is a plugin that will allow me to promote other people's businesses on my website. We have a website that is about weddings, we would like to offer companies with wedding related services the opportunity to be on our website and for our visitors to be able to review, comment etc. We would also like to be able to charge companies for featured listing. I ahve searched everywhere to see if there is already a plugin available but could not find anything. If a coder reads this and feels that this can be delivered via an existing plugin, I would be happy for this. Interesting bidders I will respond to and progress this.
