Customer Tracking Database & know what they complete & keep points for them & info for them to sign in/out.

I am using yahoo small business and my website is just started.? I want customers to be able to sign in and I need to know what sites they complete offers at, and then they will get points/$ rewarded to them.? I need to keep track of the points/$ that they have and then when they have enough, they can turn this in for gift certificates they choose from my site.? I do not understand how to do this.? I have been told that I will be tracking member accounts using SID or UID, but I do not know what that it either. I have instructions on how this needs to be done, but just the overview I suppose that I can show you that should make it easier.? I want the site to be like [[login to view URL]][1] and [[login to view URL]][2]? but I can email the information on the exact details.? I can not figure it out myself as I do not understand the PHP and mySQL and apache and any others that I may need.
