Customize a Tag Cloud in OSC

Private project for Zeldaze I have a Tag Cloud in my product_info page that I need it to work with all international characters, like UTF8, but right now it doesn't display any accents letters. Also I need that this tag cloud to be able to show not only single clickable words, but also sentences like New York. Further I would like if possible to be able to define these sentences in the backoffice with quotes like "New York" and automatically they will be considered as clickable sentences in the products_info page.
