Create a Viber mass/bulk adveritising program

We want a programmer to create an application for us to use for Mass advertising via Viber desktop app . Some of the software's features listed below : - Importing bulk phone numbers via txt file . - Skip numbers that don't have Viber , Send msg to numbers that have viber on their mobile phone . - Giving a report for how many msg's did send . The whole process should complete by an automatic task . Without need for any manual actions .
