Ad Listing website for personal finance

I am looking for a web developer to create a online advertisement listing forum. 1. The user would fill in a template to create the free listing. 2. Use/login by Facebook, twitter, linkedin and google to promote the listing 3. Like a forum, the user would be allowed to send emails/queries (both private and public) 4. An account management functionality to keep track of the listing, messages and past queries. Please refer to the attached package before bidding. It contains: 1. A 10 page detailed layout design (word doc) 2. .xls file with a database design (the developer might change the association, format to make it more meaningful) 3. Logo (pic with the fist) 4. The domain for the website has been registered in [login to view URL] (however I would need your help to select the best hosting package which is economical, does not have a lot of delay and supports all the features that the developer might need)
