An application with PHP and MySQL

It's the first time I'm using this website. I'm writing all the structure with the names of the fields to be used in the database and explained structure of how it should be done. I would like someone to build a database in MySQL structure with an interface based on PHP so the application can be run on a Apache server. I had been learning the language, but time is catching up on me so I must look for a programmer to do this job. If anyone is interested in building this system, please contact me and I'll send you all the information on it's structure. Have in mind that I hadn't finished it, so it will take me around 1 week or so to send it all. As an introduction, it's an application to keep record of the purchased items on the enterprise, the machinery that it owns, logs of maintenance and reparation, calculation of costs, tracks the total cost of the machinery, keeps a record of the farming materials used on each different crops, produces the reports of the different information, has a level based user to access different parts of the information with different privileges, interacts with emails and it has to be able to be modified. It's a problem we are facing today with the ever changing policies of the markets or the government, and modifications must be done all the time. I'm not setting a price on it, just yet, because I need to picture the whole project to be able to quantify it. Thank you, I'll wait for any response. Sincerely, Enrique.
