Article of producing license files for software

I am looking for a experienced person who has published a freeware/shareware software or has sold any software on the net to write an article for me about producing license files. The exact requirements are on the attached files. If you cannot show me examples of your work, please do not bid. Also, please note that I am looking to do further projects with the winner of this bid. Please do not bid more than $20 for this project. Thank you.
