changes to existing USPS component

Enclosed is the dll for obtaining the rates from USPS. There are 2 changes needed for it (international one only). The first change is if amount of insurance is given (the amount is greater than 0), then if insurance is not an option, it should not show the rate. Also, on the rate list, it needs to consider the size limitations of the different countries. If the length is greater than the max allowed or the max girth (the measurement of girth sent in plus length), then now show the rate at all. In some countries like Canada, it just shows max length and girth. in this case, just use the girth measurement (length plus girth). Enclosed is the sample program and the source code for the dll. Here are a few examples to test with. 1. going to norway insurance is 100. length is 30, girth is 10 2. going to norway insurance is 100 length is 60, girth is 50 3. going to austrailia insurance is 100 length is 30, girth is 10 4. going to austrailia insurance is 100 length is 60, girth is 50 5. going to canada insurance is 100 length is 70, girth is 50 6. going to canada insurance is 100 length is 30, girth is 40 Let me know if you have any questions. ## Deliverables 1.
