Add a filter to a videostream before sending it further

Hi, i need to get a videostream from an Ip camera (mpeg4sh++) and add a "blur filter" on the video before sending this stream further.

so:

videostream in that needs to have blur filter -> ad filter -> let this stream now be captured by other server

## Deliverables

I would like to have a set of filters and the option on how much to add:

0 (no blur) -> 100 (full blur)
