Add Drop Down Menus to Website

I need a new tab added to an existing website. This tab will include a series of drop down menus which will lead to a custom web page. All drop down menus and information on custom web page will be linked to only active data on a database. The database resides on the same host as the site. When information is added and deleted the tab must be updated automatically. Included in this you will also have to design three web page templates, in keeping with the design of the current website, to display all the information on the database. Please check the uploaded file for a better idea of what I am looking for.
