Add Recipe Page to Zen Cart

I have zen cart 1.3.9D and need a recipe page/category added to my site. I want to allow my customers to view/post recipes but I need to be able to approve them before they are posted. I want the recipes to be searchable (recipe search box) separately from the products that I sell on my site. Lastly I need to have a list of rules added to the page for my customers that want to post (text). Only zen cart masters apply. This is a live site and cannot have any downtime whatsoever and any coding cannot affect any of the modules that are currently installed.
