Asterisk VOIP configuration and webpanel

I want to have a site like www nikotel de - that means you have to setup an asterisk voip server where inbound is made via terminated sip numbers and outbound via asteriskout com. User can signup and register for this service. There should be different price plans like monthly fee + minutes or only minutes or flat fees. Billing must be made (maybe use asterbill). User must be charged by prepaid solution or invoice (both). Must be possible that they can setup all asterisk features like callback, block users without caller id, vip call, parallel ringing, call forwarding, music on hold, voicebox, send and receive faxes a.s.o. Must be possible to charge for every feature which is activated i.e. a monthly fee or a setupfee or both. Must be possible to make bundles of different price plans combined with signup fees or basic fees. Secure signup process through callback and email verification. Reseller panel which allows resellers to have a own subdomain with their own setable colors, logo and company name. They can set own prices (based on standardprice + setable percentage = reseller price). must be possible to set different standardprices for resellers than for users. admin panel for admin and reseller which allows to mail users, resellers, users of a reseller, redirect startpage of reseller, redirect all incoming and / or outgoing calls of a reseller to a voicemail, change prices with dynamic change. must be possible for user to charge their accounts online (paypal and own payment gateway). Must be possible to record calls (you can use existing solutions) from user and or reseller or all. Automatic invoice creation and sending. Different dialout routes so that I can use i.e. [url removed, login to view] or similar services. Possibilty to create startup vouchers for new users. Advertising management for resellers (banner, popup with automatic link creation), statistics about minutes, users a.s.o. Last a public enum server (with reseller solution, too) where user can register their numbers as enum (verification trough callback in a setable time delay). For enum entry must be a monthly or setup (or both) fee. You should be very firm with asterisk to solve what I need. I´ll pay after solution is delivered based on my requirements. Would be very helpful if you can provide further monthly service after project for asterisk updates and webpanel updates. Please no kiddies - only professionals who can solve within 3 weeks. Thanks.
