Build a data collecting/displaying website

I am looking to build a news/opinion website with the aim of gathering people's opinions on certain issues, and then displaying the collective response via numbers/charts. Some necessary features should include: Design: The design will be simple yet clean and modern. I have a good idea of how exactly it will look, and have sketched a few pages using adobe already. User Accounts: Users should be able to create their own private profiles to track their responses on past opinions. Database: Database should be able to store all responses to questions so that we can turn them into detailed statistics. Facebook/Twitter Integration: Allow users to publish their opinions on a certain issue onto their facebook and twitter. Discussion/Forums: Users should be able to discuss issues and respond to others' posts here. Backend: The backend should allow administrators to add/remove categories/questions. I will give further details after follow ups. This idea is still in progress and is subject to adaptation, which is why I have only given basic details so far. Once the project has been discussed with the selected developer, they will be a sent a formal requirements document outlining in detail all features needed.
