Build a social gathering site - repost

We are looking to build a social network site for user to create events, join other events or even make new friends. This project will be split in a few phases. For the first phase, we will need some simple pages which allow new users to sign up, create events or browse and join events. (We have already got a mock up)
In addition, this site is going to be region specific so we need this to support multiple languages.
Design will be done separately. So you don't need to worry about the styling of the site for now. Php and MySQL are chosen as the tool set of our site.
Our budget is around 2000 - 3500 HKD for the first phase. If it works out well, there will be ongoing development work.
