CMS with Paypal Integration & Fancy Image Scrolling Header

I already have the website designed and will provide PSD documents. So all of the artwork and content is done. The site will be 7 pages in total. I need a developer to: 1) Convert the PSDs to a custom theme for a CMS (prefer WordPress) 2) Create a header image with motion graphics (e.g. like [login to view URL]) -- loads in on home page only 3) Make it so that when the user mouses over the navigation topics, the small icon next to the words will spin 4) On the Store page, just insert the Paypal code (one product only) Insert content where needed. Make sure hyperlinks work. Look will need to match the PSDs provided, layout will be mostly the same from one page to the next.
