CREATE FACEBOOK AND TWITTER PAGES + HOW TO GET MASSIVE AMOUNTS OF FOLLOWERS

We are a shopping centre that is about to relaunch after some renovations. We have a Facebook and Twitter page that we can't seem to get reasonable followings. We need help in designing a Facebook and Twitter pages and most importantly, how we can get massive amounts of friends/followers.
