Computer and Mobile Phone Based Exam Tests

I would like to develop a question prep website which is easy to use, as well as a similar application for any phone that has an internet connection. I have the set of questions, and I will give it to the developer to use. Here is what I want:
a) A simple question prep website that can be used by students preparing for national exams for exam testing. There will be a home page, and then a link to the prep page proper where those who have paid me for access to this page can login with username and password. This exam prep section should be able to rotate the questions from the bank of 5,000 questions, and should be able to disable access to the site when the time period [login to view URL] all logins should be unique and multiple logins should be disallowed.
b) A mobile phone application for a similar purpose. This should work on all GPRS phones.
If you have an idea of what needs to be done and you have a reasonable bid, then we can work. Please no jokers. A freelancer here wasted my time and never got this project done, and I do not want a repeat of such an experience. So bid if you can get this done.
