Convert PSD to Joomla Template CSS

We need to convert our PSD into a Joomla template. CSS should include basic fonts and layers. There will be 5-6 module positions that include: Left Side Menu (Orange Area), Main Content Area (White Area), Top Module (Green Area), Bottom Module (Pink Area) and Footer Module. CSS Styling should include a few styling options allowing the user to change the background color of at least 3 of the modules with our supplied background images. The selected provider will be required to ensure the solution is fully compatible with IE and FF. Bidders should have good experience converting PSD's to Joomla and working with PHP and scripts. Payment will be made 6 days after the completion of the project to our mutual satisfaction. We will provide an example JPG of our PSD on request. Any questions please via PMB only!
