Create beta USG Website, where users can write articles

Hi,

I need to to create a website where most of the content will be generated by the user. I want a very simple design, with an option to post entries, and an option to search for entries by various parameters. The UI will be very basic, with almost no graphics. Additional features - ability to moderate posts, search by various parameters (simple search and advanced search), easy way to manage website after handover. If this works, i have a lot of ideas which I want to make into a full blown site.

Note - this is not like a classifieds site, it will be more if a user forum for sharing opinions and ideas. Emphasis on elegant simple design.

I think this is a very simple dev, and would not be more than a few days effort.

Also, I am open to ideas on using various technologies or CMS.
