Custom CMS / website to manage MySQL database items

Need an expedited solution for a CMS or portal where users can manage/update mysql database content. Users must be able to add/update/delete records in a small MySQL database System will display database items by category. Users must be able to upload/delete images associated with a database item as required with this system. The images will be uploaded/stored on our existing server (not in the MySQL database), only the image file URL or location will be stored in the database. Must be scalable to allow for new fields / users. Each client will have login credentials to access only their own data. We are open to different solutions: custom html/php, wordpress, joomla, etc. Will be accessible from our existing Wordpress website. The existing database is a simple table with menu items from several different restaurants (see below). Our clients will use this system to make changes to their menu items in the database. We need this system soon, any existing system or tool that can be quickly modified/customized for this solution will be strongly considered.
